Mission Statement
The Behavioral Health program aims to promote healing, personal growth, and healthy living for the individual, family, and community.
Who We Are
A small community program staffed with Behavioral Health Aides (BHAs) in villages, a Master’s-level clinician in Fort Yukon, and a Licensed Clinical Supervisor. Services follow a generalist approach with culturally appropriate treatment options.

Screenings
Brief screenings identify substance abuse, emotional, mental health, and trauma issues.
Brief Interventions
In-person or telephone sessions targeting risk-reduction behaviors.
Prevention Programs
Educational activities addressing drug/alcohol, suicide, and domestic violence/sexual assault prevention for schools and communities.
Referrals
Assistance obtaining intensive treatment through Fairbanks and statewide organizations.
Village-Based Services
BHAs provide local services; licensed clinicians available via video-teleconferencing. BHAs trained through UAF’s Rural Human Services Program.
Confidentiality Framework
Protected Information
All services and written records remain confidential under state and federal law, except when:
- Court-ordered disclosure naming specific individuals
- Child abuse or vulnerable adult abuse suspected
- Medical emergency requiring disclosure
- Threats to harm others identified
Treatment Team Access
Information access is limited to staff whose duties require it. Therapists participate in supervision and integrated conferences.
Special Reporting Obligations
- Risk assessment disclosures for danger to self/others
- Mandatory reporting of child or elder abuse/neglect
- Court-ordered client compliance notifications
- Crime reporting for incidents on agency premises
Client Rights
Clients have the right to:
- Information about provider credentials and experience
- Written fee/payment/insurance details
- Safe environment free from abuse
- Treatment progress updates
- Confidentiality limits explanation
- Refuse specific treatments (court-ordered exceptions noted)
- Refuse recordings
- File access summaries
- Report provider misconduct without retaliation
- Second opinions
- File formal grievances
Client Responsibilities
- Active participation in service planning
- Sharing relevant information
- Following safety guidelines (no weapons, drugs, alcohol)
- Avoiding tobacco use at facilities
- Communicating concerns promptly
Service Policies
Discharge Conditions
Clients attempting tobacco use on-site or bringing illegal drugs, weapons, or contraband items may be discharged.
Facility Standards
The program does not utilize seclusion or restraints on clients.
